Police: We’ll Not Allow Besigye Return Processions

The police will not allow anyone at Entebbe International Airport on Monday to welcome FDC and opposition strongman Dr Kizza Besigye, Chimp Corps report.
Addressing a news conference on Sunday afternoon, police spokesperson Andrew Felix Kaweesi said they are not aware of any official function by the opposition political party on October 3 as it has been communicated through media .
“We received a letter on September 23 and this was followed by a meeting between FDC and the police. Their delegation was led by Wafula Oguttu and they informed us Dr. Kizza Besigye was returning on the 29th September,” Kaweesi said.
“No one communicated to us that the program had been changed and that he (Besigye) would return on Monday as we hear from some sections of the media and intelligence reports.”
The police mouthpiece said they had received communication and agreed on the program of September 29, stressing that anything contrary to that program is illegal and will not be allowed to continue as it will be against the arrangement discussed between FDC and police.
“Any activity that involves processions, convoys and processions is unlawful. As far as we know the FDC party ought to have informed us formally about change of program and they could not leave it to guess work.”
FDC mobilization chief Ingrid Turinawe had claimed police would provide security to Besigye’s convoy.
The FDC Ironman has been on a working tour in Europe and United States.
Kaweesi said FDChas a record of mobilizing illegal political processions.
“Anything they are planning so as long as it is in line with the earlier arrangements of mobilizing people to move in procession is illegal and will not be allowed to go on,” Kaweesi warned.
The police also warned that referring to Dr. Besigye as president is treasonous and will lead to arrest and prosecution of those who describe the opposition leader as head of state.
According to Kaweesi, posters and announcements have been made by FDC officials in relation to referring to Dr Besigye as ‘the people’s president’ which he warned was illegal.
“We know some people led by Ingrid Turinawe and Doreen Nyanjura are mobilizing in this line but we shall not allow it to go on. Starting from today, many people will be arrested in relation to this subject,” assured Kaweesi.
He highlighted that Besigye is on bail in relation to a treason case, adding whoever behaves in an unlawful manner risks being arrested for treason.
